Arlington County’s Department of Human Services (DHS) is seeking a dynamic leader to fill the position of School Health Bureau Chief for the School Health Bureau located in the Public Health Division (PHD). The School Health Bureau provides school health services for the students of the Arlington Public Schools (APS) and the Parent Infant Education program, also known as the Arlington Infant and Toddler Connection Program. The Bureau has a $7+ million budget, and 70+ multi-disciplinary, diverse and talented staff, all focused on the departmental mission of making a real difference in people’s lives by promoting, and providing outstanding human services. The School Health Bureau Chief is an integral member of both the division’s management team, and the department’s extended management team. The Bureau Chief is intimately involved in managing bureau programs and public health emergencies, and plays a key role in guiding all staff in integrating PHD and DHS programs to meet shifting program needs. This incumbent is also a member of the School Health Advisory Board and the Comprehensive School Health Committee.

Areas of responsibilities include:
- Working closely with bureau staff, the Public Health Physician the Assistant Division Chief, and the Division Chief to continually assess the public health needs of APS students;
- Collaborating with the APS Assistant Superintendent of Student Services and other school administrators on policy issues, implementation of state and federal guidelines, and setting the direction for the programs;
- Creating, monitoring, and analyzing outcome performance measures for short and long-range programs, and performing regular program reviews;
- Evaluating programs to ensure consistency with state, federal and local guidelines, including budget limitations;
- Supervising a staff of 5, and developing and maintaining multi-disciplinary staffing;
- Communicating and providing consultation to school staff and parents on public health issues, and resolving day-to-day health related questions; and
- Serving as liaison to Arlington Public Schools, other strategic groups in the community, and local and state agencies.
Selection Criteria:
Minimum: Master’s degree in Nursing, Business Administration, Public Administration, Public Health, or directly related field AND progressively responsible management and supervisory experience in school health, public health or related area. Additional qualifying experience and a bachelor’s degree may substitute for the master’s degree.
The ideal candidate will have:
- Strong leadership and management skills leading a large, diverse, creative and autonomous staff;
- Ability to lead and inspire staff to embrace and navigate change;
- Supervisory experience in team-building, negotiating, and coalition building;
- School health and/or public health experience at the local level;
- Program experience involving diverse populations, clients with low incomes and/or disabilities similar to those served by DHS and APS;
- In-depth knowledge of and experience in outcome based performance assessment and continuous process improvement;
- Ability to identify and implement nursing practice standards as well as laws and regulations (e.g., HIPAA and FERPA);
- Ability to develop appropriate policies and procedures, in order to guide staff who practice in a non-health care setting to make appropriate decisions;
- Familiarity with or training in emergency management systems such as Incident Command Systems (ICS) and National Incident Management Systems (NIMS);
- Experience leveraging technology to communicate and to facilitate business practices; and
- Strong oral and written communication skills.
