Partners In Health (PIH) is an international health organization relentlessly committed to improving the health of the poor and marginalized. PIH partners with local governments to build local capacity and works closely with impoverished communities to deliver high-quality health care, address the root causes of illness, train providers, advance research, and advocate for global policy change.
PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Malawi, Peru, Mexico, Russia, Sierra Leone and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.
Position Overview
PIH seeks a dynamic social justice-oriented professional to lead policy, advocacy and partnership development for a growing organization. The Director will work to build PIH’s relationships with the Ministry of Health and Sanitation, key donors, implementing and technical partners in order to expand PIH’s impact in the near term and position the organization for continued growth and impact in the medium to long-term. This person will work closely with the Executive Director to identify and pursue new funding opportunities through in-country relationship building and donor stewardship.
Specific Responsibilities
Development (30%)
- Manage and cultivate existing relationships with funders to secure and expand recurring revenue streams.
- Identify and pursue new funding opportunities through in-country relationship building and donor stewardship.
- Ensure high quality proposals and communication with donors.
- Manage in-country components of proposal development process including liaising with program managers, finance and Boston development team on budget and narrative development.
- Draft concept notes, program briefs and other materials for potential funders.
Grant Management (15%)
- Monitor grant reporting and ensure high quality reports to donors.
- Ensure strong collaboration and communication between grants management team and program teams.
- Work closely with Finance Director to ensure grant compliance and accountability to donors.
Policy and Advocacy (25%)
- Support the Government of Sierra Leone, esp. the Ministry of Health and Sanitation, in achieving their vision for accessible high quality care at community, District and national levels, by providing technical and coordination assistance in key policy areas–especially HIV/TB, Ebola survivor care, CHWs, and MCH.
- Position PIH as leading thought and technical partner to MOHS.
- Manage team of Policy Advisers seconded to MOHS and ensure technical assistance work is aligned with PIH-SL strategic objectives.
- Contribute to GoSL policy and program development through participation in working groups and technical advising, and coordinate with PIH technical experts in areas of key interest to MOHS to provide inputs to technical processes.
- Work closely with the PIH global research/communications/leadership teams to compellingly articulate the work of PIH Sierra Leone and craft advocacy agendas that leverage our work to influence global funding and policy agendas on critical global health and social justice issues.
- Elevate the voice of Sierra Leoneans in the broader movement for global health equity by sharing our successes and challenges in recovery and health systems strengthening
Partnerships (10%)
- Identify, evaluate, and steward partnership opportunities that will strengthen PIH’s capacity to achieve our mission in SL.
- Support teams in formalizing and managing programmatic partnerships.
- Build strong relationships with all key partners through transparency, flexibility and mutual respect. Ensure PIH is entering into partnerships with humility and generosity of spirit.
- Maintain a consistent presence in all relevant partner forums and technical working groups on a national and District level to ensure maximum coordination with other NGOs, and government agencies. Conduct regular active outreach to key partners and decision makers.
Coordination and Communication (10%)
- Ensure consistent flow of information within PIH-SL regarding policy developments, partnership developments, funding and advocacy landscape analysis.
- Liaise between PIH program staff and central MOHS to ensure PIH programs are aligned with MOHS priorities and regulations.
- Provide analysis and updates on key MOHS policies and priorities relevant to PIH’s work to Executive Director and key program staff.
- Ensure PIH programs are fully compliant with all government regulations, responsive to all government requests for information, aligned with all standard government protocols, procedures, up to date on all required registrations, MOUs, etc.
New Strategic Initiatives and Support to Executive Director (10%)
- Deputy to ED for external relations and internal programming and management on new strategic initiative development
- Identify opportunities for PIH to leverage cross-program strengths to take advantage of new opportunities and/or to address organizational challenges.
- Actively participate in setting the strategic direction of the organization as a member of the Senior Management Team.
Qualifications
- Bachelors degree required. Masters in public health, public policy/administration or other related field preferred.
- 3-5 years experience working in a resource-limited environment and/or on social justice-oriented policy/advocacy work required.
- Demonstrated strong analytical, leadership, and problem solving skills.
- Ability to navigate complex government processes with multiple influencers, and to negotiate and achieve consensus.
- Excellent planning and prioritization skills as well as creative problem-solving and analytical skills.
- Strong project management and time management skills; highly organized and detail-oriented.
- Proven ability to build relationships with a range of stakeholders and drive immediate results.
- Entrepreneurial mindset, including ability to work independently, self-motivate and propose and implement new initiatives.
- Demonstrated strong writing skills.
- Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously.
- Proven ability to build relationships with a range of stakeholders and drive immediate results.
- Ability to work with humility and achieve results.
- High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications.
