Job Summary
The Program Manager will serve as a key member of JSI’s Center for Immunization and its Center-managed projects. The PM will work under the supervision of the Immunization Center Deputy Director and Project Directors to support Center objectives, activities and projects. Overall responsibilities include a range of activities related to providing operational, technical, and communication support to the Center’s portfolio of projects and activities, as well as playing a key role in management of new business development activities. The Program Manager will supervise the Immunization Center Program Coordinator(s).
RESPONSIBILITIES
Project Management/Operations
- Support the design and management of projects housed within the Immunization Center, including coordinating inputs of in-country and central technical staff, the development and management of workplans and budgets, tracking project activities, and performance monitoring and reporting
- Provide direct oversight of in-country teams and field offices to facilitate human resource management, financial management, operations, and compliance with JSI’s systems and procedures. Serve as JSI’s representative in client relations for projects in the portfolio
- In collaboration with the Finance and Operations Manager, ensure that donor regulations as outlined in the contracts are followed for all aspects of project operations
- Develop scopes of work for short term technical assistance and identify, recruit and support appropriate immunization expertise to provide technical assistance
- Participate in financial reviews and budget tracking in collaboration with the Finance and Contracts Managers to ensure that programmatic goals are met with the financial resources available
- Lead/participate in regular team meetings and conference calls with field staff and partners
- Support consultants and technical staff to finalize and distribute trip reports and other technical documents
- Operational Backstopping for Immunization Center
- Collaborate with Center and project leadership and technical teams to develop and revise key planning and management documents, including concept papers, and reports
- Work with Center leadership to provide ongoing coordination with other JSI Centers, bilateral and centrally-funded projects, to promote a “whole-of-JSI” approach to immunization
- Assist with identifying technical staff to support Imm Center projects and activities by updating the Center LOE tracker and Skills Database
New Business Development
- Assist Center leadership in the development of proposals, concept notes, JSI corporate capability statements related to Immunization, and other new business development activities
- Support client engagement and relationship development; document technical team meetings with donors and partners
- Support Imm Center management to liaise with clients and partners to ensure JSI is responsive to identified needs and that they are met efficiently and creatively
Communications/Knowledge Management
- Work with the Communications Team and technical staff to support the Immunization Center communications strategy, including conceptualizing and developing project materials, newsletters, social media and other communications/marketing of technical perspectives and immunization activities
- Collaborate with and support technical staff in investigating, documenting, compiling and reporting on Center projects’ results and lessons learned, M&E and using data strategically for decision making
- Oversee coordination of special technical events such as conferences and workshops
- Other duties as assigned
QUALIFICATIONS
- Graduate degree in public health, management, or other relevant field and a minimum of 5 years working in the field of international public health, including relevant in-country experience
- Previous experience backstopping overseas field offices and workplan development/monitoring required, including relevant in-country experience
- Proven administrative and organizational skills
- Ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines with attention to detail and quality
- Excellent interpersonal and team skills–demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants
- Strong oral and written communication skills
- Fluent spoken and written English; French language skills required
- Willingness to travel up to 30% of the time
