ngrossman@bellevuewa.gov Description: Fire Department EMTs find themselves responding time and again to the same citizens who call 9-1-1 for assistance because it's easy, they know someone will respond, and they don’t know who else to call. To address this issue the Bellevue Fire Department developed the C.A.R.E.S. (Citizen Advocates for Referral and Education Services) program. The program allows EMTs and police officers to submit a referral for follow up by practicum students serving as CARES Advocates. These CARES Advocates perform an in-home assessment to identify the root problem for each referral then determine the best course of action.
